I. MAIN TASKS AND FUNCTIONS

In accordance with the Decree of the Minister of Agriculture of the Republic of Indonesia No. 786/Kpts/Org/9/1981, dated September 9, 1981, the Indonesian Coffee and Cocoa Research Center is a research institution that has a mandate to carry out research and development of coffee and cocoa commodities nationally. As one of the plantation crop research institutions, the Indonesian Coffee and Cocoa Research Center (Puslitkoka) is structurally one of the work units of PT Research Perkebunan Nusantara.

With the mandate to carry out research and development of coffee and cocoa commodities nationally, the main tasks and functions of the Indonesian Coffee and Cocoa Research Center are:

Conducting research in order to obtain varieties/clones and new superior technology packages in the cultivation and processing of coffee and cocoa products.
Carry out service activities to coffee and cocoa farmers/planters throughout Indonesia in order to solve problems and accelerate technology transfer.
Fostering capabilities in the field of human resources, facilities and infrastructure to support research and service activities.

To carry out these main tasks and functions, the strategy adopted by the Coffee Research Center is
Indonesian Cocoa, are:

Determine the direction of research that is focused on strategic issues by taking into account the opportunities, constraints, and available funding sources, which are further elaborated in the research operational plan.
Uniting perceptions among policy makers, planners, researchers, and technology users in determining research directions and priorities.
Uniting research directions in order to encourage the emergence of synergistic effects in research and technology activities within the Puslitkoka and national and international scopes. Accelerate the emergence of innovations and technological breakthroughs in response to the opportunities and constraints faced.
Providing services to the community in coffee and cocoa business while utilizing information feedback as material for further refinement of research and development activities.

II. VISION, MISSION AND GOALS

Vision

To become one of the independent and superior Coffee and Cocoa Research and Development Institutes at the National and International levels in 2020

Mision

1. Producing technological innovations for coffee and cocoa agroindustry in accordance with the dynamics of user needs (demand driving).
2. Accelerate dissemination and transfer of technology resulting from technological innovations and solicit feedback from users.
3. Increasing the role in research and development of coffee and cocoa agribusiness, as well as research and development cooperation at the National and International levels.
4. Develop capacity and capability, especially those related to financial independence of the institution.
5. Improving competence for excellent service to users and employee welfare

Destination

1. Obtaining varieties/clones of coffee and cocoa that have high production potential, yield quality according to consumer demand, and are tolerant of physical and biotic environmental stress conditions.
2. Obtaining technological innovations for cultivation, fertilization and controlling the main pest organisms by optimizing the physical and biological environmental resources.
3. Obtain technological innovations in the fields of tools, machines, and coffee and cocoa processing technology in order to produce products that are ready for consumption that are hygienic and increase added value.
4. Disseminate up-to-date information on coffee and cocoa agrotechnology innovations quickly and accurately, as well as obtain feedback on actual problems in coffee and cocoa plantations.

III. GOAL ACHIEVEMENT INDICATORS

Input

Something that is needed for the implementation of activities to run to produce output. Research inputs include resources (HR), funds, facilities.

Keluaran (output)

Something that is expected to be directly achieved from an activity which can be in the form of physical and/or non-physical products/services, for example 5 new high yielding varieties with 10-15% higher than the existing varieties.

Hasil (outcome)

Something that reflects the functioning of the activity output. For example, the spread and adoption of technological innovations by several farmers over several hectares of land.

Manfaat (benefit)

The usefulness of an output that is felt directly by the user and the farming community. For example, technological innovation has been able to increase farm income (%) per unit area of land.

Dampak (impact)

The measure of the level of influence caused is either positive or negative. For example, farm household incomes increase (by a few %/year), regional level production (%), and so on. However, in measuring benefits and impacts, Puslitkoka does not stand alone because the contribution of other institutions in measuring these two indicators is also not small. Therefore, it is not easy to quantitatively measure the benefits and impacts of research and development. Both indicators can be measured on the basis of ex-ante analysis or potentially.

IV. COMMODITY PRIORITY CRITERIA

In evaluating the criteria must also meet the assessment objectively. Commodity priority is determined based on the following criteria: Production, area of added value, labor absorption, and competitiveness. The criteria for determining the priority of leading commodities are intended for the preparation of priority activities by considering the quantitative and qualitative aspects. Quantitative indicators such as policy, socio-cultural, and industrial management, providing an index for each indicator is carried out on the consideration of experts with extensive experience in their fields.
